Licenses expire annually on the anniversary of issuance. Renewal applications must be submitted to Virginia ABC at least 30 days before expiration. Virginia is a control state — distilled spirits are sold exclusively through ABC stores.

Server Certification

Required — Responsible Sellers and Servers of Alcohol (RSSA) Training — required for managers. All servers are encouraged to complete training through a Virginia ABC-approved program.

Penalty for Lapsed License

Operating without a valid license is a Class 1 misdemeanor with fines up to $2,500 and up to 12 months imprisonment. Virginia ABC may also impose civil penalties up to $5,000 per violation.
